Lowndes came off the bench in The Owls' 1-0 victory over Vale on Friday night and went close with a late effort.
But the striker, who knows Sturrock from his Plymouth days, says the Scotsman should become a Hillsborough hero.
He told The Sentential: "I am sure at Sheffield Wednesday he will build a team to get them back into the Premiership. If given the time and the money, he will definitely do it.
"I think he is good because he doesn't compromise his standards and he sticks with a winning side. If you do the business you know you will play and, if not, you know you are out."
