Turner was terrific when he came to Hillsborough on loan and was part of the team who went 11 unbeaten as The Owls pushed for a late play-off spot.
But Everton boss David Moyes never doubted the player's potential and admitted Turner has a big future on Merseyside.
Turner told Everton's official site: "I did enjoy my spell there and first-team football is great but Everton is a very big club, they have offered me this contract and it is my ambition to become the number one here.
"I had a good experience with Wednesday but it is here that I want to make my mark and I am looking forward to doing that."
With Chris Adamson more than likely being released in the summer, Laws must find a new number one for next season as well as a competent back-up who will challenge the goalkeeper every step of the way.
