Brian Laws has made it clear that the former Sheffield United man Sharp is high on his wish-list after making a £1.5million bid last month although both Wolves and Norwich City are both interested.
But the friendship Sharp formed as well as the lethal partnership which powered The Iron to the league one championship could be the turning point in the protracted move.
Keogh told the Birmingham Mail: "Billy is a top lad. He's a good friend of mine and a very good centre forward. If a deal happens he'd be a great addition to our squad.
"He's just the type of young player the club are looking for with the right sort of desire and attitude which rubs off on everyone else and that's not to mention his talent - he's just the sort of player we need to bring in to try and help us get to the Premiership."
Meanwhile, former Owl Steve Adams has been in touch with a few clubs following his release from Hillsborough - although he is still hoping that he joins up with Paul Sturrock at Swindon.
If a move to the County Ground does materialise, it will be the third time he has worked with the erstwhile Owls boss after formally playing under the Scotsman at Plymouth.
