The Wales international has become surplus to requirements at Pompey following the signings of Tim Sherwood and Steve Stone recently and the Fratton Park boss, Harry Redkanpp, says he wouldn't stand in the midfielder's way if he wished to leave the south coast club.
Owls boss Chris Turner said: "At the time Portsmouth allowed Carl to come to us he was not getting first-team opportunities.
"It now looks as if the signing of Sherwood is going to create even more competition for places there.
"That may open up the possibility of Carl joining us on a permanent transfer."
