The Wednesday manager, who has been pestering Black Cats boss Roy Keane for weeks to try and sign the Republic of Ireland international midfielder, may have to give up due to financial demands and interest from other clubs.
Wednesday must ship some players out on loan before they can even look at signing Kavanagh because the player will understandably be on big wages.
Laws said: "I have spoken to Roy Keane about Kavanagh. There are other interested parties, and they're looking at it on a full-transfer basis.
"We just can't cater for that at the moment. Kav is on Premiership wages, and we just can't cope with that. Maybe we can look at it again in January if he's still available."
Meanwhile, Glenn Whelan's debut for the Irish 'B' side only lasted thirty minutes after hurting his hip last night.
Ironically, it was Scotland 'B' defender Chris Armstrong who clattered into the former Manchester City player - who currently plays for Sheffield United.
Laws will be waiting anxiously to see whether his key midfield man will be fit for the trip down to Queens Park Rangers this weekend.
