Small is set to miss three games after allegedly hitting out at Michael Doyle although the former MK Dons star has claimed that City player took a rather unpleasant hold at his nether regions.
Owls goalscorer Brunt was sent off after a professional foul on Chris Birchill although after watching the video evidence, Brian Laws is set to appeal.
He told the club's official site: "I feel Small has a legitimate excuse. If every man could put himself in that situation, you could understand him reacting as he did.
"I've also looked at the Brunt incident closely. He never took his eye off the ball and it was just a coming together. There was no deliberate act to stop the player."
Laws may even move into the loan market if he is without the duo for the game with Cardiff on Saturday.
